Should I email the recruiter even after submitting an online resume?

I'm currently a college student looking for a internship over the summer. The school does offer an online posting for companies and employers, and I submitted my resume online through the system. Is it wrong to e-mail the recruiter again with my resume and a personal message to reiterate my interest?
