What does the future hold for carbon emissions reduction policies?

It doesn't work when two of the largest four emitters, China and India, are not willing to reduce their emissions in real terms. It's like having a "no smoking" section in a restaurant. There is no benefit to some countries reducing their emissions but not others. Only the European Union is cutting their emissions in real terms. Kyoto is dead.
